Joseph Schwieterman, professor of public service management at DePaul University, discusses the economic effects of closing the locks on the tourism industry. Schwieterman said if the Chicago locks must be closed, Great Lakes’ industries stand to lose approximately $4.7 billion during the next 20 years, as further detailed in his study commissioned by the Illinois Chamber of Commerce.
